When you turn off the Flir K series with the green button, how can you tell whether the camera is in sleep mode or completely shut off?

You cannot see if the camera is in sleep mode or if it is completely shut off.

Normally we want the camera to enter sleep mode because the start up is longer from a complete shut down. However, if the camera is in sleep mode for more than 6 hrs it will go into a complete shut down. You can also enter complete shut down by pressing the green button for more than 15 seconds.
