This was caused by bug in the Reporter 7.0 Basic SR-4 install program that did not include a vital file for the "Send to reporter" functionality. This only applies to the combination of Reporter 7.0 Basic SR-4 and QuickView 1.1.

The problem can be resolved by replacing QuickView 1.1 by 1.3
