Why are my measurement tools in the wrong place on the image?

If the DPI setting in Windows is set to anything higher than 100% (96 DPI) it offsets the measurement tools so they are not positioned properly on the image.  This setting can adversely affect other applications as well.  To solve it:

Windows XP:
1.     Right-click on the Windows Desktop and click Properties.
2.     Click the Settings tab, then the Advanced button.
3.     From the General tab set the DPI to Normal Size (96 DPI).
Windows 7:
1.     Right-click on the Windows Desktop and click Personalize.
2.     Click on Display.
3.     Click the button to select Smaller - 100%.

A reboot may be required after the change is made.
