The first time a camera is plugged into a USB port Windows installs the camera driver for that specific port. If the camera is then plugged into another USB port the camera driver needs to be installed for that port also.

When a camera is connected to a USB port that has not been used with a camera before Windows needs to install the drivers again although they have already been installed before. This is the way it works in Windows. Drivers need to be installed for every USB port being used with a camera.
